Renunciation of Malaysian Citizenship (Part 2)

Related : Renunciation of Malaysian Citizenship (Part 1) and Renunciation of Malaysian Citizenship (Part 3).

Renunciation was a pain in the ass. Jessie spent an entire day travelling to and fro from the Embassy, had to endure my constant grumblings, watch me throw my documents aside and scream.

My experience at the Consulate section of the Embassy :

F U C K E D        U P

The people there don't take you seriously. They give vague one-liner replies. They don't even look at you in the eye when they talk to you.  Must be because I'm renuncing my citizenship, thats why they don't take me seriously.

I stepped into the little office with no-clue as to where to go. There were four counters, but the queue-number dispensing machine was out of order. No instructions or whatsoever. So I blindly queued up for the forms section.

A grumpy guy checked my documents, and asked me for my Borang W. I said I didn't have it. "Without Borang W, cannot process you know. It's a blue certificate. You go call your parents to see if they have it. You give me your birth cert now, go sit down, then I call you."

I sat there for half an hour. Mum and Dad didn't even have the slightest idea that this form existed.  He called me again.

Guy : "Find the Borang W?"

Me : "No. I don't even have it in the first place. Are you sure I'm required to have it?"

Guy : "Your birthcert write THIS CHILD IS NOT A CITIZEN OF SINGAPORE AT BIRTH, so you must give me the cert."

Me : "But I don't have it. Then how?"

Guy : "Other people also have! You must go find it, then come back. Ok?"

THEN YOU ASK ME WAIT 30 MINUTES FOR WHAT?! TO TELL ME TO GO HOME AND FIND IT?

Guy : "Later 3pm, my staff will call you. Then you come back."

I went home, tore the whole place upside down and I was certain I didn't have it. It was 3 p.m, nobody called, so I took my initiative to pick mum up from work and go down (hopefully she could smoke her way through) This time, a female officer was at the counter.  We explained the situation to her and she was damn reluctant to even do anything.

Female : "Need the Borang W. You will receive it together with your passport la. How can don't have?"

*time to pull rank*

Mum : "A consulate officer friend of ours made the passport for us! You can check the signature and name on the passport. He did not pass the Borang W to us."

*she looked a bit convinced*

Female : "Ok, I will explain to the staff. We normally tell people to go home to find the document."

Mum : "Can we submit the documents now?"

Female : "No, submission time is 8:00am to 11:30am. You have to come back tomorrow"

Mum : "Ok then. Can you CHECK if we have the correct documents"

*She pulled a bloody long face before she went through our documents*

And on our way out from that place, we found out that the security guard was even more helpful than the staff inside.

Dear all,

Do kindly take note, just in case there are any enquiries about Form K.

As of current, I have taken my oath, and completed all my renunciation at the High Commission.

I am currently waiting for the collection of Form K - Certificate of Renunciation, which will take approximately two years from date of renunciation. My renunciation date is 03/08/07, which means my Form K collection date will be 03/08/09.

Upon collection of Form K, I must submit them (original and a photocopy) personally / send a representative to Citizen Services Centre immediately to complete the entire process.

[ Update : 301208 ]

Just updating for your info, might be useful for those who wish to see how far is the light at the end of tunnel.

I have completed the renunciation on the Malaysian side, and taken the oath at ICA building on 03 AUG 07. ICA sent me a letter in SEP 08, requesting that I submit the official renunciation document (Form K) by AUG 09.

The following are email exchanges for your reference.

My email to ICA

I writing to you with regards to the letter "OATH OF RENUNCIATION, ALLEGIANCE AND LOYALTY (ORAL), Ref No : Minor Oath" which I received on 01 Sep 2008.

According to the letter, the deadline to send the original and photocopy is on 18 AUG 2009.

My renunciation at the High Commission of Malaysia has been completed on 03 AUG 2007. Till date, I have not received my Form K. I have written to High Commission of Malaysian and was advised that the process take approximately two years. Collection date is, hopefully, latest by 03 AUG 2009. Attached is the email from High Commission for your perusal.

As this collection date is dangerously close to the deadline, I would like to request for an extension till any date in DEC 2009, giving sufficient time for resolution if any unfortunate issues should arise with the collection.

Do kindly take my request into consideration.

Attached reply from High Commission of Malaysia in Singapore

Dear Ms/Mr Sukianto Hamzah,

3. We are awaiting reply from the Registrar of Citizen in Putrajaya, Malaysia. Be rest assured you will be notified immediately on receipt of the Form K/Birth Certificate. The process will take approximately two years. Please quote your registration number for further enquiries i.e. RN 44 / 08 / 2007.

Reply from ICA

After due consideration, we regret to inform you that we are unable to accede to your request to extend the deadline till Dec 2009. However, should you encounter a delay in the collection of the official renunciation document in early Aug 2009 , please inform us in writing with document from the relevant authorities and we would consider your request.

Just to let you guys know that this process will take years, given that submission of documents now are significantly delayed as compared to when I did it in 2007.

Start of renunciation process : 17 JUL 2007
Oath and complete submission of documents : 03 AUG 2007
End of renunciation process : 18 AUG 2009 (deadline to submit Form K from HCM to ICA)

I wish you all the best of luck.

[ Update : 050809 ]

I do not have good news for you unfortunately. I am getting increasingly frustrated with the whole process.

Two years have passed since the submission of my application. I wrote to them again with regards to my Certificate of Renunciation (Form K) collection.

My document is not ready. I was told that the process will take approximately 2 to 3 years now due to the upsurge in applications, an increase from the initial 2 years which they had mentioned in the previous email dated 01 September 2008.

I am extremely upset with their reply, knowing that I would most probably have to wait for another year.

I have now written to Immigrations & Checkpoints Authority (ICA) requesting for an extended submission deadline.

Reply from High Commission of Malaysia in Singapore

I wonder how soon we are required to renounce the malaysian citizen. I had my foreign citizenship in 2005. Will I get penalised for late renunciation? What about existing properties in malaysia?

Hi,

im abt to submit docs this Fri. The last time i went to the embassy (oct 2008), I only managed to submit docs this wk (Feb 09).

Just wanna ask, i have probs filling up the forms, cos I do not understand Borang K at all..

Am i able to ask the staff for help on the day itself?

You can ask the staff for help, but I doubt you will get a friendly response. The last time I did that, I was told to read the instructions on the wall.

Lem said:

I just went there yesterday to get the appointment date for form submission. the date will be june 2009. 4 months from now.

Yan said:

I see.

May I ask if I can leave out some blanks in the forms if I do not understand/not applicable to me?

As I have Borang W, certain stuff is not applicable to me.

Also, may I ask for the last para in Borang K (In malay), did u fill up anything for the para?

Have consulted my malay friend to fill up for me but she's equally confused too.

Jo said:

Got the form K and all but the instruction says "type neatly". Do we literally need to fill in by TYPING or can just fill up neatly using a pen.

I am so sick of MHC that I want to get it over and done with and never have to return there again.

Thanks for your help.

Jo : I'm surprised that the instructions have changed now. In 2007, we could just fill the forms up with a pen. Only forms which have gone through WTLEE have been type-written.

KT said:

No need to type.

I just submitted my form K by written. If you are Malaysian, you definitely know how to fill in the form in Malays. No need to engage WTLEE unless you do not know how to fill in.

KT said:

I just submitted my form K by handwriting. If you are Malaysian, you definitely know how to fill in the form in Malays, just need to write neatly and clear. No need to engage WTLEE unless you do not know how to fill in.

KT said:

I just submitted mine in handwriting. Only need to take note that, must be filled in Malay, in neat and clear.

No need to engage WTLEE unless you dun know to write in Malays.

firstly, thanks to Sukianto (chris) for posting all this, it had been a great help at least with my submission process.

For the rest of the people, don't be too worried.
On the walls within the consular they've posted samples of the forms, on how where to fill out etc.
Take a few photos of that with you handphone before you head home for the long wait for submission. Follow that and you'll be fine.

Filling up of the forms with hand is fine.
The counter lady at the day of your appointment, will go thru your forms and point out to you what you've missed or mistakes which you can correct on the spot.

As for the borang K, regardless, you'll be asked to transfer what you've filled over to 2 Original Official copies which they'll hand you on that same day.

Suggestions before you submit your forms, docs: -
1) Photocopy a few more copies of the empty forms just in case you need to refill them and not piss the consular ladies off by asking them for more forms.
2) Bring along stationary such as pens, pencil, eraser, correction tape, scissors, paper clips, binder clips.
3) Photocopy more of your personal docs than they need.
4) Write your name and IC no. behind your photos in case they drop them during processing and can't identify it. Photos in blue background. Ladies, make sure your hair doesn't cover your face and ears.
5) Bring lots of $1 dollar coins just in case you need to retake your photos over there.
6) Processing fee at this time is SGD$ 10, but in any case, bring along both SIN and MYR in all denominations. You don't want to ask for change.
7) On the day of submission, be there just after 8am, unlike application for passport which you'll need to be there way before the MHC opens. Checking of your filled forms, correction, transferring data over to the new Form K happens between 8-9am. After 9 will they then officially start to receive your forms and documents.
8) SMILE!

Thanks halfwayhouse for your contribution!

Actually what is borang W? Meaning if you have birth cert, one doesn't have to submit borang w? My goodness!! this is freaking tedious!!
